根據香港考古學會的報告，早在二千年前已經有人在荃灣聚居。早期此地名為「淺灣」，意指水淺的海灣，其後改稱為「荃灣」。另有一名稱為「賊灣」（客家話讀音：tshet wan），意為海盜出沒之灣，反映昔日一帶海盜活動頻繁。事實上，藍巴勒海峽一帶昔日稱為「三百錢」，意即三百個銅錢，相傳行經此地者須向海盜繳付三百錢過路費。 1911年時，荃灣約有三千名村民居住。20世紀時，由於鄰近九龍，工廠陸續進駐。隨着1917年青山公路建成，除步行和乘船外，汽車亦可直達荃灣，但有系統的巴士服務要到1933年才開始。早期工業依靠當地充足水源，發展製作香枝、蜜餞及農業等；戰後工業則包括金屬製品及紡織業。
